Donald Trump is the only President to have been impeached twice. In each case, the charge was an improper attempt to influence his own reelection. What can we learn from the impeachment? And how does it relate to the prospects for democratic self-governance under our Constitution?

Kermit Roosevelt is a professor of law at the University of Pennsylvania Law School, where his research and teaching focuses on constitutional law and conflict of laws. His scholarly publications include The Myth of Judicial Activism: Making Sense of Supreme Court Decisions (Yale, 2006) and Conflict of Laws (Foundation Press, 2010) as well as numerous articles. Before joining the Penn faculty, he clerked for Supreme Court Justice David H. Souter. He is the author of two novels, Allegiance and In the Shadow of the Law.
